An HCC application is a specialist statutory process required to obtain permission for works to historic churches, involving a rigorous review of architectural plans and Heritage Impact Assessments by the Historic Churches Committee to ensure all changes preserve the building’s historical and spiritual significance.
HCC Applications
We have an excellent track record of permission for building works through Historic Churches Committee applications. These often go hand in hand with a planning application and Listed Building Consent to make changes to historic Catholic Churches.
They are usually submitted through the relevant Diocesan Boards and reviewed by a committee that meets three times a year. Often, other consents are required through the HCC such as from The Victorian Society and The Art and Architecture Committee.Â
The HCC applications involve a comprehensive application form and the submission of drawings and a Heritage Impact Assessment. The HIA’s involve in depth research into the archaeological, architectural, historical, social and evidential significance of the building. An assessment is made of the historic fabric of the building and mitigating measures are discussed as to how to reduce the impact of the works on the heritage asset.
The proposals we put forward on projects act in accordance with both local and national historic building guidelines, following guidance outlined in BS 7913:2013 Guide to the Conservation of Historic Buildings. Historic England ‘Conservation Principles’ deem new work or alteration to be normally acceptable where the proposals do not materially harm the value of the place which is relevant in this instance. The proposed changes to the historic buildings are always sympathetic where possible in terms of siting, proportion, scale, form, height, materials and detailing.
Even with small projects such as access improvements, the long-term impact on viability can be significant for the future of these buildings with limited impact on the historic fabric.
